Clear Lake Area Community Center Board Meeting Minutes

April 24, 2025


Present: Board Members - Tim Wyss, Virginia Cahow, Doug Cahow, Wendy Schoggins, Muriel Nelson; Advisory Board Members – Jay  Matson, John Koerper; Tenants – Melanie Cuper


Call to Order: President Tim Wyss called the meeting to order at 9:30 am in the CLACC Office.

Pledge of Allegiance: Led by Tim.

Secretary’s Reports: The minutes of the March 27 Board Meeting were accepted as presented. 

Treasurer’s Report – Virginia Cahow

  • March Income: 

    • Thrift Shop – sales continue to meet the projected budget.

    • Miscellaneous income - $150 was received from the Lions Club for the Earth Day poster contest prizes.

    • Tenant contract rentals are essentially up to date.

  • March Expenses

    • Per last month’s motion, $500 was given to Neil Lillie for lawn care and snow removal.

    • Water usage is up; boiler problems seem to be the reason.  Virginia will contact the village office to see if they might reduce the bill.

    • The annual insurance premium that covers individuals when volunteering was paid ($350).

  • Reserves – The available reserves were reviewed. The  Hugh Andersen Foundation grant is included in the money market account and the FBKCA Foundation grant money is in the checking account.

  • The Treasurer’s Report was approved as presented and is subject to audit.

Office Management – Wendy Schoggins

  • Earth Day Poster Contest  - CLACC and the Lions Club co-sponsored this year’s poster contest for elementary students.

    • Ray attended the school’s Earth Day program and presented 6 awards to students ($30 each plus a certificate) and another 6 checks ($20 each) to the winning students’ teachers.

Old School Thrift Shop 

  • Clearwater requested the areas outside their door be kept in good order. Thrift shop volunteers have been diligent about placing the room divider curtain in the hallway.

  • New green bins were purchased by Wendy to replace the old yellow ones.

Tenant Talks 

  • Community Theater – Melanie Cuper

    • Melanie Cuper reminded everyone that the play, “Doc, Doc, Goose”, will be presented over the next two weekends. 

    • Keeping the Event Center area, i.e., the restrooms, clean during this time may be an issue since there is currently not a cleaning person. Melanie offered to help.

  • A job description has been developed for the cleaning contract position. There was a brief discussion on researching the cost and availability of a cleaning service if no one fills Ray’s former position. 

  • Pillar Bank staff worked about 3 hours cleaning the “Eagle Scouts” plot. 

    • They removed a lot of landscaping fabric but more remains (a challenging job).

    • Alice Garrett, a master gardener, guided the work. She took many plants to divide and care for until they can be replanted there. She also suggested many other plant varieties appropriate for the space and our climate.


Standing Committee Reports:

Building and Maintenance and ongoing projects:

  • Earth Day workers 

    • An energetic group of high school students came for an afternoon of work. They provided support in moving Eric Wood to B3 and assisted with relocating several other items.

  • Ventilation for the Cahow shop (exterior door #11 entry)

    • This issue may be resolved as part of the plan developed by Cedar Corp.

  • Cedar Corp (Cory Scheidler) evaluation of facility heating and ventilation needs

    • Cory Scheidler has been contacted. Tim is waiting for him to set up an appointment.

  • Insulation for steam pipes

    • This project is contingent on recommendations from the heating system evaluation because some piping may no longer be needed.

    • Jay recommends that CLACC consider long- versus short-term needs and use the more expensive insulation for pipes that will be required long-term.

  • Soli Deo Gloria ballet request

    • This tenant is looking for additional rental space on the third floor.

    • Potential future options were discussed.

  • Sealcoating the parking lots

    • Tim was asked to get a quote for sealing the parking lots.

Program Development  

  • Senior Meals: - Muriel

  • The Spring Senior Luncheon is scheduled for today and all are invited.

  • We continue to be grateful to all who help make these meals a success. 

  • The remaining 2025 schedule includes June 12 (grill out event), August 28, October 23 and December 4.

  • Bingo - Muriel

  • Games will continue the 2nd Tuesday of the month at 1 pm and after the luncheons.

Executive/Finance 

(No updates to report)

Grants – Muriel

  • A grant request for $115,000 was submitted to Fred B. and Katherine C. Andersen Foundation (FBKCAF) to complete the heating system upgrade in the gymnasium area and for money to replace the roof over the thrift shop.

    • As recommended by FBKCAF, reference was made in the request to use some of the grant money for contracting with Cedar Corp to obtain recommendations for heating and ventilation improvements.

    • CLACC should hear by May 15 if the grant request is approved.

  • Lowes Hometown grant request – We should have heard by now regarding this request for approximately $45,000 for the roof replacement project.

Unfinished Business

National Registry of Historic Places – 

(No update)

New Business

Placement of New Bench

  • Thanks to recycling plastic materials via a Lions-sponsored project, a new resin bench was received for placement on CLACC grounds.

  • Possible locations include in the front of the building near the Little Free Library or on the current concrete outside Door #1.

  • A concrete slab is required so that it can be safely placed and bolted down.

  • Because of the price of concrete, it was suggested to determine all concrete needs and contract for one load of concrete.

  • The program allows for 1 bench per year to nonprofits who collect and recycle a specified amount of plastic. Hence, CLACC may be able to obtain more benches in the future. 

Trash Management/Recycling Efforts

  • It was suggested to provide opportunities for renters to recycle plastics and paper.  Tim will research this.

Designated Site for the Village Severe Weather Events

  • The village requests that CLACC reestablish the agreement between the village and CLACC whereby the center serves as the village’s shelter site.

  • The village would need key access to the facility.

  • Tim would work with the village to establish the agreement.

  • Muriel moved to proceed with the agreement; Doug seconded the motion. Motion carried.

Announcements

Village Clean-Up – Tim

  • Tim announced that village clean-up is scheduled for April 26.

  • Tim also announced that Chad Lewis, an author and researcher into unusual happenings, will be at the center on June 26 at 4 pm as part of the Heritage Days celebrations. 

Adjournment 

Muriel moved to adjourn the meeting at 10:45 am; Doug seconded the motion.  Motion carried.
