Clear Lake Area Community Center Board Meeting Minutes
October 23, 2025
Present: Board Members: Tim Wyss, Lori DeBoer, Virginia Cahow, Sue Anderson, Doug Cahow, Wendy Schoggins, Ray Cress, Muriel Nelson. Advisory Board Members: John Koerper, Jay Matson.
Call to Order: President Tim Wyss called the meeting to order at 9:30 am in the CLACC Office.
Pledge of Allegiance: Led by Tim.
Secretary’s Reports: The minutes of the September 25, 2025, were accepted as presented.
Treasurer’s Report – Presented by Virginia Cahow
Income:
Thrift shop sales continue to be good.
Tenant rental payments – See Office Management Report below.
Next year’s budgeted income will need to be determined for the 2026 operating budget.
Expenses:
Electric bills in the summer are approximately twice that of winter months. Electrical consumption by window AC units should be evaluated, that is, how many units are in operation, their actual electrical consumption and perhaps how often they are in use.
Purchasing electrical plug-in meters was discussed with no decision.
Tim will send a letter to tenants stating the board’s concern and asking for recommendations.
Utility/water bill:
The bill continues to be less during the summer months because the boiler isn’t in use.
Tim learned that the village categorizes its charge rate based on incoming pipe size. It was recommended that we perform a test to determine if water pressure could be maintained on third floor with reduced incoming pressure. If so, a request to the village for a smaller pipe would be appropriate so that the center would fall into a lesser charge category.
It was asked if the center would consider getting a smaller Post Office box that would be at a lesser rental fee. The work to change CLACC’s address in all legal documents, vendors, etc. seems overly formidable. The idea won’t be pursued at this time.
The bill for the annual fire extinguisher inspection was paid ($538.00)
The Decorating Committee spent $78.00 on signage and photos for the Event Center.
The Treasurer’s report was approved subject to audit.
Office Management Report – Wendy Schoggins
Three tenants are behind on rent and are subject to late fees. Wendy is working with them.
2026 Tenant Contracts – Contracts should be distributed late November to early December. They were revised last year. Even so, Wendy will send out an electronic copy prior to the next meeting for review.
Bounce House Insurance. The price has increased from $150 to $250 and Wendy decided to sell the one used for center functions since it’s used infrequently.
Thrift Shop – Sue Anderson
Ceiling issues came about because of the roof work. Things are getting back to normal.
Standing Committees:
Building and Maintenance – Tim and Wendy
Room 303 Improvements
Tiling – The work is not yet complete because the volunteer is currently not available.
First Floor Hallway tile project
An amazing group of dedicated volunteers installed the tile donated from Wells Fargo. The new tile is in the hallway from the gym to Door #1. CLACC is grateful beyond words to everyone involved.
Door weatherstripping project
Jay Matson has installed weatherstripping on all outside doors except for the overhead doors. The correct replacement stripping is yet to be located.
Cedar Corporation / Apex Engineering contract work.
The electrical engineer, Carl Klinkenberg, will be at the center on Oct. 29 to review current electrical service to the building. Terry Monson and Mark Rundquist will join Tim.
Josh Germer, Senior Mechanical Designer from Apex, has submitted the design plans for the gymnasium HVAC to the state for its review.
Eagle Scout Landscape Project
Tim researched suggestions from the last meeting to improve this area of the property.
The village provided information that there are plans to repair 4th in the future (1.5 years).
It was suggested to pursue either mowing or weed whacking the area next summer when the rest of the property is mowed, that is, until either the village works on 4th or a better solution is identified.
Kitchen Disposal
It’s been recommended to check the electrical wiring to the current disposal before purchasing a new disposal.
Drywall repair to Sunshine Fitness Suite
The drywall repair, necessitated from the drainpipe leak over a year ago, is on the agenda within the next month.
The special sealing tape plus annual cleaning of the drainpipe seems to be working.
Roofing replacement over the Thrift Store
The job has been slowed because of the weather but should be completed on 10/24. The contractor assured Tim that their work will not prevent access to the thrift store.
Program Development – Senior Luncheons - Muriel
The Oktoberfest-themed luncheon is being held today with Warren DeBoer grilling the brats.
The Holiday Luncheon will be held on Thursday, December 4.
Dates for 2026 are TBD; however, February 26 is tentatively planned for a Friendship-themed luncheon.
Executive/Finance – Tim
The U.S. Government Bonds have a current value of $11,100 (11% increase in value). There was discussion but no decision about cashing them in and adding the money to the investment account.
Grants – Muriel
There are two grant requests where we are waiting for a response:
Green Bay Packer Foundation - $8,000 for Event Center Upgrade. Decision by month’s end.
RCU Foundation - $315,000 for HVAC Upgrades. The center should be informed in December.
We’ve sent a request to the Hugh Andersen Foundation for an extension for the $105,000 grant received last Spring. It’s supposed to be used by the end of the year. We’ve explained to the foundation that we’ve experienced some delays in the HVAC upgrade project.
Winter Market – Wendy
Brenda Shone and Jennifer Mickelson are working with Wendy and Jess Frederick on the market.
Dates are Nov. 8 and 29 and Dec. 13 and 20 with hours of 9-1.
So far, 12 vendors are committed to the November 8 market.

Doug made a motion to adjourn; Muriel seconded the motion. Motion carried.
The meeting was adjourned at 10:55 am.
The next board meeting is December 4 at 9:30 am
